The Illuminate Excellence project at Baylor University has been studing leadership, excellence, and change in gifted education. We present a framework for programmatic excellence in gifted education that can guide school districts seeking to build stronger, more vibrant programs applying change theory, strategic planning, and learning centered leadership.
